Emlenton Borough Meeting Minutes for August 4, 2025, at 6:00 p.m.

Present: B. Louise, A.Whitehill,,D. Bell, L.McNany,T.Kriebel,T.Quaill, Chief T.Young, Mayor J. Lentz Secretary C. Wilson Maintenance Supervisor T. Cooper

Absent:

Visitors: Tim Northime

T.Kriebel, called the meeting to order at 6:00 PM.

Everyone stands for the pledge.

Tim Northime – Has nothing for Council just here for the meeting.

T.Quaill, made the motion to accept July Minutes, D.Bell, second the motion, all in favor motion will stand.

L.McNany made the motion to accept July’s receipts, B.Louise, second, the motion all in favor motion will stand.

A.Whitehill made the motion to accept August’s Expenditures, L.McNany second, the motion all in favor motion will stand.

Police Department: T.Young

T.Young said department has been working on Ordinance Violations and several citations have been issued, but more in the works. Also has been driving violations issued.

T.Quaill, made the motion to accept joint Municipal agreement with Parker.D.Bell second the motion all in favor motion will stand. T.Young will be meeting with Parker on August 11th. If agreement is signed Police coverage in Parker would start on September 1st, 2025.

Maintenance Department: T. Cooper New hire Leroy Hullderbrink 7/29/2025

Low-volume application did not meet deadlines of 7-25.

9th street a large tree came down and needed to cut up and hauled away.

15 loads of brush this month

Sink hole 4th and Main Street needed 4 joints of pipe.

T.Kriebel discussed buying screw and nut bins and in the inventory from Heeter Lumber for $5,500.00. A.Whitehill made the motion to make the purchase and D.Bell second the motion all in favor motion will stand. T.kriebel also said the this would save numerous trips to Cranberry and inventory would be used between the borough and fire department.

Old Business:

Street Closure discussion- Vacating pt street D.Bell made motion to vacate/close pt Street. T.Quaill second, the motion all in favor motion will stand.

Web Service- Emlenton Borough logo was voted on by the council for new web site. Agenda for council meetings will now be due Thursday mornings before the next council meetings vs on Fridays.

Ne:\Y-Bll.siness: Flagger Force agreed to lower bill $500.00 due to accident in work zone. Amount will be $7,500,64 and on September Expenditures to pay.

Insurance claim from 1st street October 18th 2024 has been settled and file is closed.

ATV Signs have been posted in Emlenton and surrounding areas. Applications for permits are available at Franklin Annex .         •           •

$503,000.00 has moved to from Farmer’s Bank to PLGIT /class at 4.13% Discussion to move the money to PLGIT/Prime at 4.37%. L.-Mcnany made the motion to move the money and A.Whiten second the motion all in favor motion will stand.

B.Louise made the motion to accept Venango County 2025 Hazard Mitigation Plan, D.Bell second the motion all in-favor motion will stand.

From The Secretary Desk:

16 properties in the Borough are up for tax sale on September 29, 2025.

Parks’ budget is over $1,454.66. A.Whitehill is going to ask for donations.

Parks, Rec, and Town:

Fence at Memorial Park playground has been vandalized. Also steps on playground need repaired.

T.Quaill made the motion to pay Hiles Excavating $189,634.49 from LSA Grant money. D.Bell second the motion all in favor motion will stand.

A.Whitehill discussed the possibility of ordering new balls for Splash Park; the cost would be about $2,490.00. Also, a company based in Ohio could come over and check to make sure water is not coming out too strong this would save on water bill. They could also look at other things that may help.

A.Whitehill will get more information and pricing. She is also looking into QR Scan code for donations at Splash Park.

Crawford Center/ORA Liaison – Boiler will be repaired for this year, unable for new boiler as it would 24 to 30 weeks for parts for a new boiler .
